TRAFFIC CONTROL APPARATUS, TRAFFIC CONTROL PROGRAM, PROGRAM RECORDING MEDIUM AND TRAFFIC CONTROL METHOD

PROBLEM TO BE SOLVED: To provide a traffic control apparatus, traffic control program, program recording medium and traffic control method realizing cost reduction and accurate control of traffic. SOLUTION: The traffic control apparatus is provided with a signal extracting part 2 for extracting a call control signal exchanged over an IP network 10; a signal analysis part 4 for analyzing the extracted call control signal and measuring the number of calls to be connected and the number of incomplete calls to a terminal 11 per unit time; a congestion deciding part 5 for comparing the measured number of incomplete calls with a predetermined threshold, deciding whether or not congestion or a symptom of congestion occurs on the basis of the compared result, determining a connection controlled variable in controlling the number of calls to be connected when it is decided that the congestion occurs, and generating congestion control information containing the connection controlled variable and information for specifying the terminal 11; and a call connection control part 9 for analyzing the congestion control information and applying call loss processing to a call to the terminal 11 on the basis of the controlled variable to control the number of calls to be connected.
