Zusammenfassung:	PROBLEM TO BE SOLVED: To form unevenness of pixel electrodes forming a scatter reflection surface without patterning. SOLUTION: After a 1st curing process wherein a laminated insulating film 58 is formed on a substrate 3 by laminating a 1st thermosetting resin film 42 and a 2nd thermosetting resin film 44 in order and the 2nd resin film 44 is more hardened than the 1st resin film 42, a 2nd curing process wherein the surface of the laminated insulating film 58 is made uneven by heating the laminated insulating film 58 above the curing temperature of the 1st and 2nd resin films 42 and 44 and hardening the film 58, is carried out. The 1st curing process is completed by, for example, heat treatment below the curing temperature of the 1st resin film 42 or UV irradiation for selectively hardening the 2nd resin film 44.
