Zusammenfassung:PROBLEM TO BE SOLVED: To prevent a transmission of a reception conforming message to be transmitted two or more times in relation to received message data. SOLUTION: The device comprises an extracting unit 102 for extracting transmission information from the received message data, a judging unit 103 for judging whether or not the reception conforming message of the received message data is already transmitted, a reception conforming message data producing unit 104 for producing reception conforming message data based on the decision made by the judging unit 103, and a transmission unit 108 for transmitting the produced reception conforming message data.
