Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a skin conditioning agent giving decreased load on the skin and having excellent cleaning action and moisturizing action. SOLUTION: Reduced water having a pH of 7.11, an oxidation-reduction potential of -400 mV and a dissolved oxygen of 2.4 mg/L is produced by passing high-frequency current having a frequency of 40 kHz at a voltage of 1-50V for 2 hr to 20L of city water having a water temperature of 20°C, pH of 7.02 and dissolved oxygen of 8.5 mg/L using platinum electrodes.
