Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a manufacturing method in which the solubility of a coloring matter can be improved even when a general purpose solvent is employed and the production cost of a coating liquid can be reduced since the conventional coating liquid of the coloring matter such as phthalocyanine-based coloring matter is prepared by employing a solvent such as a fluoroalcohol, which has insufficient solubility of the coloring matter and is expensive. SOLUTION: This optical information recording medium is manufactured by using a coating liquid manufactured by dissolving a fluorine-base surfactant made of a fluorine-base compound represented by chemical formula (1) together with the coloring matter in the general purpose solvent.
