SOLUTION: A fixed surface 2 and a movable surface 3 are formed by supporting a net unit of a mesh structure by frames. A partitioning unit 1 is structured in such a way that an expanding angle of the movable surface 3 is adjustable at an optional angle around a support pipe 5. This partitioning unit 1 can be fixed with an optional angle to arm mounting holders 55, 56 attached to a concrete pole A via an upper mounting arm 6 and a lower mounting arm 7.
