PROBLEM TO BE SOLVED: To perform operation for all the services setting within a service level by utilizing limited resources effectively. SOLUTION: A web server 1 transmits and receives various kinds of information with a database (DB) server 2. The database server 2 holds the various kinds of information to be used by each of plural services provided by the Web server 1. A service quality maintenance system 5 gathers an access state to the Web server 1 from a client 4. By comparing a designated service level and utilization states for each of the services at that time, a decision is made to the service to be available compared with the designated service level and the service exceeding the designated service level, and a system resource is optimally assigned so that its difference is eliminated.
