SOLUTION: This device includes: a card bundle housing case 11 for housing a card bundle 9 so as to be freely putting-in/out possible; a card bundle latching lock 17 to be attached/detached in order to allow the card bundle housed in the card bundle housing case 11 not to be taken out; and an actuator for attaching/detaching the card bundle latching lock 17 in response to a signal from an outer part.
