Zusammenfassung:	PROBLEM TO BE SOLVED: To improve the reliability of communication between an IC card and an antenna by enabling a user to reasonably hold the IC card over the communication distance of the antenna of road-side equipment. SOLUTION: An antenna part 46 having an antenna coil 49 at the tip, the antenna coil performing radio communication with the IC card through electromagnetic connection, is constituted to be capable of protruding and retreating between a position protruded onto a lane and a position housed in a unit. The antenna head part 48 of the antenna part 46 is protruded onto the lane to put the antenna coil 49 closer to a vehicle on the lane, whereby the distance between the driver of the vehicle and the antenna coil 49 is shortened, and the user can reasonably hold the IC card 80 over the communication range of the antenna.
