Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a ventilating and air conditioning system having a function allowing both ventilation and cooling or heating simultaneously or ventilation only, allowing the minimization of heat loss also during the ventilation of indoor air, and having a dehumidifying device capable of removing the moisture of outside air flowing indoors when the humidity of the outside air is high. SOLUTION: This ventilating and air conditioning system comprises an openable first air flow passage guiding the outside air indoors, an openable second air flow passage a part of which crosses the first air flow passage and guides the indoor air outdoors, an openable third air flow passage guiding the indoor air outdoors, a regenerative heat exchanger installed at a portion where the first flow passage crosses the second flow passage and exchanges heat between the indoor air and outside air passed through the crossed portion, and air blow fans installed in the first, second, and third air blow passages and forcibly feeding the flow of air.
