Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an image forming apparatus that prevents toner leaks without increasing contact pressure (line pressure) and prevents a filming on development roller as well. SOLUTION: The image forming apparatus including a development roller 3 that develops an electrostatic latent image formed on a photoreceptor 1 is provided with a doctor roller 10 that comprises a metal shaft 13 and a rubber layer 14 and forms toner into a thin layer in contact with the development roller 3.
