Zusammenfassung:PROBLEM TO BE SOLVED: To adaptively realize two points: maintenance of communication quality and saving of remaining radio resources, depending on the situation of a base station and a mobile communication terminal during the communication. SOLUTION: When remaining radio resources (the number of mobile communication terminals or traffic channels, to which a base station can newly communicate or a power value which the base station can newly transmit) of a base station 30, to which soft handover is not made, are smaller than the predetermined value, rather than the predetermined threshold when the mobile communication terminal has not made soft handover but the predetermined threshold when the mobile communication terminal makes the soft handover, is set to a value by which the base station is hard to be added to the soft handover; and the base station is added to the soft handover, based on the relation between the measured value and the predetermined threshold which are set to the value by which the base station is hard to be added to the soft handover.
