Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method and apparatus for auditing service level agreements by test packet insertion. SOLUTION: Test packets having different required service quality levels are inserted in a first router on an edge of a network to be tested. The test packets are then transmitted to a second edge router via the network to be tested, and one or a plurality of parameters related to the transmission of the test packets are specified. Before transmitting the test packets via the network to be tested, a queue established on the first router is specified. Further, the statuses of respective specified queues are judged. When the number of data packets in each of the specified queues exceeds a predetermined quantity, the insertion of the test packets into the network to be tested may be delayed or the insertion may be started from the other queue on the router.
