Zusammenfassung:PROBLEM TO BE SOLVED: To provide a high Cr ferritic heat resisting steel whose oxidation resistance is improved without lowering high temperature strength and toughness. SOLUTION: This steel is a high Cr ferritic heat resisting steel (≤15mass% Cr content), and a region from a surface to a 10 μm depth consists of a working structure which consists of an elongated ferrite grain, or it has a fine grain structure of ≤3 μm of ferrite particle diameter, and has a protective film on the surface.
