Zusammenfassung:PROBLEM TO BE SOLVED: To obtain a system which recognizes who is viewing, where he/she is viewing, and what scene he/she is viewing (whether or not he is playing a game) at reproducing a storage medium which a user has purchased, and transmits advertisements and questionnaire of a campaign to inhabitants in an object region (all the country, a prefecture, a city, or a town) of the campaign and can be utilized for the next campaign and prediction of sales. SOLUTION: A service site 10 generates an address specifying code Di using a postal code and figures of an address of user information Ci and adds a start key and an ID code to a game code Bi (a country name, maker name, an individual number, and a software name) to generate a serial code Gi, and the service site 10 transmits game use permission information Ei (consisting of the game code Bi and the serial code Gi) addressed to a specific person to a game machine to allow game software to be used when the game code Bi coincides with a preliminarily transmitted game code at transmission of the game code Bi from the game machine side.
