Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a membrane electrode assembly for a solid polymer fuel cell having high initial output voltage, sufficiently keeping the output voltage for a long time, and having high durability, and to provide a method of manufacturing it. SOLUTION: This membrane electrode assembly 10 has an anode, a cathode, and an ion exchange membrane arranged between these electrodes. The anode and the cathode have catalyst powder in which catalyst metal particles are carried in a carbon carrier, and an anode catalyst layer 4a and a cathode catalyst layer 4b each containing ion exchange resin respectively, and at least one of the layer 4a and the layer 4b moreover contains an ozone-treated carbon material.
