PROBLEM TO BE SOLVED: To reflect the edited contents of a certain document to a document having the same structure in an annotation system for supporting document edition or the like, to manage update instructions on a plurality of steps and to distinguish the update instruction of each step in display processing or the like. SOLUTION: An edited document generation part 203 inserts a prerequisite update instruction and a latest update instruction into a structured document by using an update instruction tag by which each step is distinguished, a display document generation part 205 generates a display document by converting the update instruction tag into a display decorating tag by which a step and an edition sort are distinguished and a document transmission part 206 transmits the display document.
