SOLUTION: In this method, a porous aluminum layer 31 is formed on a base metal by generating arc 22 by a non-consumable electrode on an aluminum or aluminum alloy base metal 20 by using an AC welding power source 21, and charging aluminum or aluminum alloy powder 14 in the arc.
