Zusammenfassung:	PROBLEM TO BE SOLVED: To provide technology for promoting stirring of melted metal when melting and refining metal using electronic beam. SOLUTION: A metal melting refining device is provided with a vacuum vessel 1, a crucible 3 provided inside the vacuum vessel 1 to store melted metal 4, and an electron gun 5 generating electronic beam 6 to irradiate it to the melted metal 4. The electron gun 5 scans the electronic beam 6 so that an irradiation position where the electronic beam 6 is irradiated to the melted metal 4 moves in synchronization with vibration of the melted metal 4.
