Zusammenfassung:	PROBLEM TO BE SOLVED: To prevent a reinforcing fibrous material from peeling and prevent its stress from impairing the transmission to a steel structure in the reinforcement of a steel structure to the surface of which the reinforced fibrous material is adhered .
