SOLUTION: The external layer material has a composition comprising 2.9 to 3.8% C, 0.8 to 2.0% Si, 0.2 to 1.5% Mn, 1.5 to 3.5% Cr, 0.8 to 3.5% Mo, 3.0 to 7.0% Ni, 1.0 to 3.5% V, 0.1 to 0.8% Nb, 0.020 to 0.2% B and 0.002 to 0.030% rare earth metals, and also satisfying 2.5≤C-(0.236×V+0.129×Nb)≤3.2 and 0.5≤Cr/C
