TREATING AGENT FOR WASTE CONTAINING DIOXINS AND HEAVY METAL, TREATMENT METHOD OF EXHASUT GAS AND FLY ASH, AND TREATMENT METHOD OF FLY ASH

PROBLEM TO BE SOLVED: To provide a treating agent which is used in e.g., a refuse incineration facility, does not need any large-scale accessory equipment, decomposes dioxins, and can fix heavy metals. SOLUTION: The treating agent for wastes containing dioxins and heavy metals is characterized by containing an iron oxide and a phosphorus compound. In a refuse incinerator 100 having an incineration furnace 2, a gas passage through which waste gases from the furnace 2 pass, and a dust collector 9 connected with the passage, the treating agent is added to the waste gases in the passage, water is added to the fly ash collected in the collector 9 after the addition and containing the treating agent and is kneaded. Alternatively, the treating agent is added to the fly ash collected in the collector 9, the fly ash is heated after the addition of the treating agent, and water is added and it is kneaded.
