SOLUTION: A vitrification means 17 for vitrifying a molten substance fused in a melting kiln 1 is auxiliarily provided on the melting kiln 1 provided with a kiln body 2 to which the meat bone meal A or the like is to be fed; and a heating means 7 for fusing this meat bone meal A or the like by burning it. The meat bone meal A or the like is fed to the melting kiln 1 and is fused by burning it at an internal temperature of 1,000-1,300°C of the kiln.
