Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a switching system which can switch a large quantity of packets with low-speed packet processing difficult to process in a high speed, even if line speeds of input side circuits and output side circuits are high. SOLUTION: A packet switching system distributes packets which arrives from input side circuits to a plurality of packet switches according to operation value based on information added to the packet and a distribution section of the packet flow decided for each output side circuit, carries out packet switching, and transmits multiplexing the packets for each output side line. The system updates the distribution section of the packet flow corresponding to the observed result of the packet switch of the packet arrived from the input side line and a load state of each output side line.
