SOLUTION: This device is provided with an information collection desire level information storing part 602 which stores the information collection desire level information of an agent, a position information storing part 604 which stores the position information of an agent in a preliminarily arranged virtual area, a position information changing part 603 which changes the position information of an agent to move the agent to the neighborhood of another agent existing in the virtual area based on at least either information associated with the information collection desire level of each agent and the position information of each agent stored by the position information storing part 604, an information acquiring part 605 which acquires the information of another agent existing in the neighborhood based on the information associated with the information desire level stored by the information desire level information storing part 602, and an acquired information storing part 606 which stores the acquired information.
