SOLUTION: This device is provided with a bag main body 11 shutting off a pipeline in a piping P by being inserted and expanded in piping P and made close to an inner surface of the piping P, and fluid supply passage 13 supplying fluid into the bag main body 11 to expand the bag main body 11. A pipe inner surface cleaning device C capable of removing deposit D adhering to inner surface of the piping P is provided in one side along the pipeline of the bag main body 11 inserted into the piping P.
