SOLUTION: A cutting edge 11 of a disk-shaped cutting blade 10 is inserted into a groove part 21 formed in a cutting base 20 supporting a film 1 relative to the cutting base 20 in non-contact therewith, while the film is supported on the cutting base 20 and carried, and then, the film 1 is cut by rotating the cutting blade 10 by a rotary means 15.
