Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an apparatus and a method for improving the performance of a system by redistributing differential transmission power by taking account of conditions such as a channel environment, the type of a transmission, a hand-over status, the significance of a packet and the like. SOLUTION: A control part 410 controls encoding and modulation parts 420 and 430 by channels or UEs by using a determined code rate and modulation scheme. Each of encoding and modulation parts 420 and 430 receives data to be transmitted by UEs, encodes the data with the above code rate and carries out the modulation with the above modulation scheme. A modulated symbol array by UEs outputted from each of encoding and modulation parts 420 and 430 is distributed by channels assigned by a demultiplexing part 440. COPYRIGHT: (C)2004,JPO
