DELAY PROOF ISSUING DEVICE

PROBLEM TO BE SOLVED: To provide a delay proof issuing device allowing a user to easily obtain the delay proof without spending time and effort. SOLUTION: The delay proof issuing device 1, upon receiving a request for issuance of a delay proof, uses the requesting user 4 entrance and exit information acquired from an automatic ticket gate machine 11 and the operation diagram disorder information acquired from an operation diagram management server 2 and including a section and period of time subject to the operation diagram disorder, to determine whether or not the user is one of those affected by the operation diagram disorder. When it is determined that the user 4 is one of those affected by the operation diagram disorder, the delay proof is delivered to the user 4 by electronic mail.
