SOLUTION: This composition is an oil-in-water type emulsion containing an oily phase, dispersed in an aqueous phase which is, dispersed in a physiologically permissible medium, wherein the composition comprises fibers and an arbitrarily crosslinked copolymer comprising a major fraction of a monoolefinic unsaturated 3-6C carboxylic acid or its anhydrate and a minor fraction of an acrylic acid aliphatic chain ester monomer, and the fibers are not cellulosic fiber having 1-40 μm length.
