SOLUTION: The cyber think tank is a virtual think tank in which a remote distributed collaborative workshops are constructed on the Internet by effectively utilizing information communication technology. In other word, the place of activity where persons with the same interests contribute to society as mutually satisfying their intellectual curiosity is provided by constructing a mechanism to effectively utilize distributed and excess senior skills by using infrastructure of information society.
