PROBLEM TO BE SOLVED: To smoothly operate and manage a rotational and prevalent paid nursing home based on a care and mutual aid system, in which care labor force, etc., is rotated inside. SOLUTION: A storage device 2 preliminarily stores labor evaluation conversion data that show a reference counter value for labor performed by a tenant or its corresponding reference conversion points and care contents conversion data that show a reference counter value of care services received by the tenant or its reference conversion points. When information about the labor performed by the tenant or information about care services received by the tenant is inputted from an input device 5, a labor evaluation operating means 11 or a care contents operating means 12 reads data stored in a labor contents evaluation conversion data storing means 21 or a care contents conversion data storing means 22, and the counter value of the labor performed by the tenant or of the care services received by the tenant is calculated.
