The shielding member 13 has a cylindrical shape with the closed lower end part so that the liquid absorbing part 12a is inserted thereinto, a projected flange part 15, and a projected part 17 for breaking off the flange part 15 from the shielding member 13 by pushing the shielding member 13 toward the inside of the storage vessel 11 when used.
