Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an image processing apparatus and an image processing method capable of generating a high quality image without producing phenomena such as banding even when halftone processing a multi-tone image data by an error diffusion method or an equivalent method thereto. SOLUTION: The image processing apparatus is provided with a threshold setting means for setting a threshold for converting tone values of the image data, a halftone processing means for performing halftone processing based on the threshold set by the threshold setting means, and a noise addition means for adding second noise having a larger noise width than a certain amount of first noise added to the image data so as to prevent periodic production of a regular dot array onto a threshold area or an area positioned in one over an integer between threshold areas.
