Zusammenfassung: | PROBLEM TO BE SOLVED: To prevent the lowering in the strength such as the heat shock resistance of a carrier substrate by suppressing the transfer of an active component such as an alkali metal reacting with the carrier substrate. SOLUTION: A first oxide layer 2 based on an oxide high in the reactivity with the active component is formed on the surface of the carrier substrate 1 and a second oxide layer 3 based on an oxide low in the reactivity with the active component is formed on the surface thereof and a catalyst layer 4 supporting at least a noble metal and the active component is formed on the surface thereof. The transfer of the active component in the second oxide layer 3 is suppressed, and the active component passing through the second oxide layer 3 is captured by the reaction in the first oxide layer 2.
