PROBLEM TO BE SOLVED: To solve a problem that a conventional recording apparatus for a video signal adopting the information compression system utilizing the inter- frame correlation typified by the MPEG has difficulty in the compatibility between noise elimination and video resolution in the case of pre-processing of the noise elimination. SOLUTION: A motion vector detected by an information compression circuit of a video signal is fed back to a pre-processing circuit for noise elimination to vary a characteristic of a noise elimination filter in response to motion information of the video signal. Since the visual characteristic is utilized in this case, the noise can be suppressed without recognizing image quality deterioration. COPYRIGHT: (C)2004,JPO
