Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a fuel treatment apparatus wherein an stable operation and the protection of the system are attained by detecting and coping with a case that the flow rate of raw materials and fuels or feed water (steam) is deviated from a set value due to an unintended reason, and to provide the operation method. SOLUTION: The fuel treatment apparatus 1 for converting a raw material and fuel fluid containing hydrocarbon, alcohols or ethers and the feed water or steam into a hydrogen fuel gas containing hydrogen by a catalytic reaction has a dew point measurement means 15 for a fuel gas, a calculation means 16 for estimating the flow rate of the raw materials and fuels or water or steam based on the dew point and flow rate control means 2, 5 for controlling the flow rate of the raw materials and fuels or water or steam.
