PROBLEM TO BE SOLVED: To disable a manager of a user information registration/delivery apparatus 1 from referring to user information kept and managed by the user information registration/delivery apparatus 1. SOLUTION: When the registration of user information is requested from a user terminal 2, the user information registration/delivery apparatus 1 redirects an input form for registering the user information to the user terminal 2 and receives the user information encrypted by an encrypting program while using an encryption key owned by a user in the user terminal 2 from the user terminal 2. The user information in registered in a user information management part 11. When the delivery of the user information is requested from the user terminal 2, the encrypted user information registered in the user information management part 11 is extracted, the encrypted user information is redirected to the user terminal 2, and the user information is decrypted by a decrypting program to be operated on the user terminal 2 while using a decryption key owned by the user.
