SOLUTION: This fuel cell control system comprises a fuel cell 4 for generating power by receiving fuel gas and oxidization gas, operating state detection means 8 and 9 for detecting the operating state of the fuel cell, and a controller 12 determining, based on the values detected by the operating state detection means, whether the warming-up of the fuel cell is completed or not and, when the warming-up of a machine is not completed, controlling so that the operating efficiency of the fuel cell is lowered.
