Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method of measuring moving speed and a device for measuring moving speed by imaging a target on the ground surface with an imaging sensor and measuring the moving speed of the target independent of the presence of a ground reference point. SOLUTION: This method of measuring moving speed 10 is equipped with an imaging device 12 having linear sensors 16a and 16b different in directions of lines of sight; a GPS 22 taking space position data of the imaging device 12 in imaging of a target S with the linear sensor 16a and imaging of the target S with the linear sensor 16b; a laser distance meter 24 obtaining data of distance between the imaging device 12 and the ground surface in the imaging; and a data analyzing device 30 calculating the moving speed of the target S based on data obtained with the GPS 22, the laser distance meter 24, sight line direction data of the linear sensors 16a, 16b, and the distance between imaging times of the linear sensor 16a and the linear sensor 16b.
