PROBLEM TO BE SOLVED: To surely select a base station to which a portable terminal is connected to make a good communication. SOLUTION: A mobile terminal MS1 receives through its antenna 10 radio signals transmitted from a base station BSn. A radio unit 11 converts the radio signals into base band signals and sends them to a receiving power detector 12 and a distance measuring unit 13. A controller 14 compares a power intensity detected by the receiving power detector 12 and a distance from the base station detected by the distance measuring unit 13 with reference values held in a memory 15, and decides whether the base station is capable of radio communication without deteriorating the communication quality.
