SOLUTION: The fuel reformer 10 is an apparatus for feeding raw fuel material R to the inside of a reforming tube 11 in which a reforming catalyst (c) is packed and discharging a reformed gas F and at least a part of the apparatus with which the raw fuel material R and the reformed gas F are brought into contact is made from austenitic stainless steel and at least a part of the apparatus with which a combustion gas and a waste combustion gas W are brought into contact is made from ferritic stainless steel. As the austenitic stainless steel, a steel kind containing 0.02-0.10 mass% C, 1.5-2.5 mass% Si, ≤2.0 mass% Mn, ≤0.04 mass% P, ≤0.02 mass% S, 7-12 mass% Ni, 15-25 mass% Cr, 0.001-0.1 mass% sum of one or more kinds of Y and REM (rare earth metals) and 0.02-0.20 mass% N is used.
