PROBLEM TO BE SOLVED: To provide a device and method which can prepare an digest image that enables a user to grasp especially important contents in video contents in a short time and which can prepare the digest image easily and simply. SOLUTION: A moving picture encoder 20 encodes moving picture data; detects a color feature, a motion feature, a shape feature and so on; and stores the detected features in a moving picture feature database 60. On the basis of the data from the encoder 20 and the features stored in the feature database 60, an identical scene judger 70 detects identical scenes. A time code for the identical scenes is recorded in a display scene information database 80. A display scene selector 90, on the basis of the time code for the identical scenes, reads out moving picture data about the identical scene from an encoded moving picture database 50, a moving picture decoder 100 decodes the encoded data, and displays it on a display 110.
