Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an optical signal controller to which reliably an electrooptic effect device to be mounted on a substrate is surely and electrically connected in the state where optically coupled to the optical waveguide on the substrate. SOLUTION: In the optical signal controller comprising the electrooptic effect device which has a first optical waveguide layer, and the substrate which carries a second optical waveguide layer on a principal surface and on which the electrooptic effect device is to be mounted, a reference plane regulated in a predetermined positional relationship to the substrate principal surface is formed on the substrate. The electrooptic effect device is mounted on the reference plane in the state where the first and second optical waveguide layers are optically coupled together resisting the energizing force of an elastic electrode.
