SOLUTION: The production device comprises a flat bag set device 9 which sets a flat bag (a) by feeding it to a square bottom bag shaping device while enlarging the opened part of the flat bag (a) one side of which is opened with the other bottom part being closed, a square bottom forming device 8 which forms the bottom to square-shape by enlarging the set flat bag (a) from inside to outside in a box state and a welder 11 forming the square bottom bag by welding each of both sides of ear of the shaped square bottom.
