PROBLEM TO BE SOLVED: To prevent a fraud by forgery of certificate. SOLUTION: A authentication code issuing means 1a receives certificate information relating to the certificate from a client 2 of a certificate delivering organization, and issues an authentication code. An authentication code storing means 1b corresponds the issued authentication code to the certificate information as shown in an information table 1ba to store. The certificate delivering organization describes the authentication code in the certificate and delivers to an applicant X. A user of the certificate transmits the authentication code described in the certificate and the certificate information to a certificate authenticating server 1 in order to confirm appropriateness of the certificate the applicant X submits. An authentication verifying means 1c of the certificate authenticating server 1 verifies the certificate information stored in the authentication code storing means 1b corresponding to the received authentication code and the received certificate information, and transmits a verification result to a client 3.
