SOLUTION: The rotating shaft 4 is formed in hollow and cylindrical shape. At least, one end in an axial direction of the rotating shaft 4, where deformations, such as burrs and dents, are prone to appear during manufacturing, is positioned outside a bearing surface of a radial bearing portion RB formed in a bearing member 3. Thus, even if any deformation, such as a burr and a dent, appears on the rotating shaft 4, the deformation is prevented from damaging the bearing surface of the radial bearing portion RB and favorable rotation is achieved.
