When the polymerizable monomer composition is prepared, an annular gap type horizontal medium dispersing machine 1 having the following structure is used. The machine is equipped with a rotatable rotor 2 and a stator 3, and the space held between the rotor and the stator is an annular gap, which is filled with medium particles 4.
