In this manner, every time the waste culms are collected, the dropper 1 is forcedly driven to the unloading side by power, the waste culm collected bundle is unloaded, after the unloading, the dropper 1 is rapidly returned by the force of the spring 3 and the forced driving and the return of the dropper are intermittently and alternately repeated.
