SOLUTION: The thin film EL element comprises a dielectric layer 13 containing a relaxer perovskite compound using Pb(Mg1/3Nb2/3)O3as a main component, the relaxer perovskite compound containing a 3 mol% or more Mn oxide calculated in terms of Mn.
